How do I get my spinner to look polished?

This is my spinner. I bought it like this from the previous owner. I took it to the paint shop that did the paint job a few years ago, because there were some issues with the cowling. One of the body guys said, "Whoa, who did that?" I wasn't sure what he meant, but he said it looked like someone "blasted" the spinner with silver paint. Over the last couple of years, the spinner has gotten smudge marks that I can't remove with wash or wax. Instead of figuring out what was done, I am more interested in figuring out if I can turn my spinner into something that looks more the picture below. Can anyone guess if it's a matter of stripping the paint off the spinner and then using Flitz or other polish?
