Turbo Arrow IV on-board O2

i am looking for some tips and referrals for repair or replacement of my Turbo Arrow O2 tank and regulator.
My current system is a 1983 Scott on-board 4place system, factory installed, complete with a 2000# tank behind the rear bulkhead. The tank is old and heavy, and newer lighter tanks appear to be available. The regulator may be the source of a slo-leak, and the regulator (per my a/p) was at some point over-tightened and won’t budge. I have been advised by a couple aviation O2 suppliers that a certified aviation oxygen company must be the supplier and installer. That’s fine but I’ve not found suppliers who work on the air-fields and both supply and install. Is an A&P able to conduct this replacement? Are there any on-the-field installers that anyone can recommend? Any and all suggestions welcome. I am based in Phoenix.
