Sticking wing fuel sump port

The fuel sump port under my left wing slightly sticks when it is very cold (below freezing). If I gently push on it to sump fuel and slowly let it back out, it will sometimes not fully close and instead slowly drip (about 1 drop per second). If however, I sharply let it come back out, it will seal ok.

Is fixing this something that will require removing the tank or can it be tightened/fixed just on the sump port itself?
