Effective date for a procedure: UTC or local?

Another nerdy question: on an approach chart, does the effective date for a new/changed approach take effect at 0000 UTC or 0000 local time?

Specifically, my airport's new approaches take effect 29 March. Does that mean that they're available as of 1900 EST on 28 March, or 0000 EST on 29 March?

This is the kind of thing I've never considered before. I guess the same question could apply to ADs—is someone in California allowed to fly three hours longer before a mandatory AD than someone in Maine (midnight local time), or do they both flip over at midnight UTC?
