Where Is The Point Of Full Tanks?

When I had a shop weigh my ship last year for an updated W&B they did it with full tanks - they said that was SOP - and they simply deducted the weight of the fuel based on 25 gallons per tank from the final weight. I noted that the fuel came up to about an inch below the bottom of the filler neck. When I was fueling my ship up last week for a long trip I filled it all the way up to the neck. So, my question is, did I over fill my tanks or did the shop under fill them? At what point is the tank considered at its rated max capacity?
