Use Tax Application. New Aircraft Owner

I was wondering if you guys can help me out. As a new aircraft owner, I am curious about this document that I gotten the mail a few weeks ago. I understand that I have to pay a tax on the plane, but I am just not sure how much. My plane is based in Los Angeles county at Van Nuys Airport.
