I've been going over the placards I'll need to replace on the new panel plastics for my 1979 PA-28-161. Among them is this, according to section 2.25 in my copy of the slightly later PIM at home (the official POH is in the plane):

WARNING — TURN OFF STROBE LIGHTS WHEN IN CLOSE PROXIMITY TO GROUND OR DURING FLIGHT THROUGH CLOUD, FOG OR HAZE.

I do have this placard on my old panel, but I have some vague recollection that the idea of strobes causing pilot seizures in fog had been thoroughly debunked. Google didn't turn up much either way. Does anyone remember the research/report, or am I misremembering?
