I called LM FSS for a TFR update while in Houston yesterday... he said that they were being required to check that ALL PILOTS are aware that the general FDC NOTAM 6/8818 had been re-written/re-issued on March 23rd. It now states:

!FDC 6/8818 FDC ...SPECIAL NOTICE...IN THE INTEREST OF NATIONAL SECURITY AND TO THE EXTENT PRACTICABLE, PILOTS AND UAS OPERATORS ARE STRONGLY ADVISED TO AVOID THE AIRSPACE ABOVE OR IN CLOSE PROXIMITY TO CRITICAL INFRASTRUCTURE AND OTHER SENSITIVE LOCATIONS SUCH AS POWER PLANTS (NUCLEAR, HYDRO-ELECTRIC, OR COAL), DAMS, REFINERIES, INDUSTRIAL COMPLEXES, MILITARY FACILITIES, CORRECTIONAL AND LAW ENFORCEMENT FACILITIES UNLESS OTHERWISE AUTHORIZED. PILOTS AND UAS OPERATORS SHOULD NOT CIRCLE AS TO LOITER IN THE VICINITY OVER THESE TYPES OF FACILITIES. 1603231538-PERM

I don't call FSS anymore, I just read the brief in ForeFlight, so I don't get overly tempted to get into silly arguments with them. Apparently someone from Dallas did call them and said that FSS had been instructed to read the above to anyone who called.

Such as...

"How do you propose that I land at 1L0 in Louisiana? The RNAV35 brings me whizzing past ventilation/flare towers at the refinery across the street."

Or...

"How do you propose the students at KORK do their touch and goes on 23? The National Guard base is right across the street, so they will naturally fly over the top of it over and over and over again because that runway is right traffic and they have to turn over the top of the guard base to get back to the field they're landing on."

Or for the coup de grace...

"I've got a VFR chart right here in front of me, can you tell me where these things you're so worried about are on this map? Because by my recollection, at least 5 out of the 7 aren't on it, and the sixth only occasionally."
