I have owned and flown PA28s and 32s in the past, so I have a good feel for the PA28/32 series.

Some buddies just purchased a 1971 PA32-260, but anytime you are 25"/25RPM above about 3500MSL, the engine starts running rough and you MUST lean it to get it running well.

Does that sound right to you guys?

I checked for induction leaks, Primer locked (not leak checked), carb heat door closed etc.

Could this be a symptom of a carb problem that needs rebuild?
