PA28-161 Electrical Issues

I have a 1980 PA28-161. It hasn't given me any troubles ... until just recently.
I noticed the stall horn wasn't working ... then when I got in the plane yesterday to see if it had miraculously started working ... there was no power to the Turn Coordinator or Fuel Pump either. The strobe on the tail was working ... not sure if the landing light was on.

After cycling the MASTER switch ON/OFF a number of times, everything except the stall horn is working.

Now, my mechanic has looked it over and says EVERYTHING is working.

Question .... What controls the power distribution? When the Master switch is on, does it energize a relay that distributes power to the bus for the above mentioned devices?

How does this all work? Without stripping out everything electrical and running up a hell of a bill ...what would be the likely culprit ?
