PA23 Apache Rudder related question

So before I reassemble my tail I realized that my rudder cables were chafing against something. My mechanic brought to my attention that where the cables attach to the rudder horn, the cables did not move freely. He thinks that the cables are supposed to be able to move freely, but in my case the nuts and bolts that attach them to the rudder horn are so tight the cable can not move at all. Essentially locking them in one position and causing them to chafe.

Any opinions on if these should be so tight they cannot move or freely able to move around?
