So a simple install required a lot of paper work and new 337’s signed off by an IA

I would say if it could be simplified and the pump is manufactured under a PMA, it should be a simple log book entry.

The old pump was not available and the new pump required an STC and it was manufactured under a PMA. The new pump is solid state and much improved over the old design. Again which was not available.[

The price for the part could be a lot less if FAA simplified the process…..
