Low Fuel Flow

When I first take off in my Aztec, the right fuel flow is 21gph and the left is only 18gph with both mixtures full rich. However, as I climb, the left fuel flow slowly rises to eventually match the right fuel flow at around 7,000 feet. I have also noticed that the CHTs on the left are hotter. The baffling on the left is good to go. Could the problem be that my left engine is setup to lean. Any thoughts?
