I bought a new copy of the Canadian Instrument Procedures Manual to replace my old version (written in the 1990s) so that I could learn more about RNAV procedures. The new version has a section on IFR differences in the US, and includes this passage:

Foreign registered aircraft are not allowed to land and hold short in the USA.​

Is the that true? If so, then I've been breaking the regs in the US repeatedly for the last 14 years, with the active collaboration of tower controllers. :)
