I bought a new copy of the Canadian Instrument Procedures Manual to replace my old version (written in the 1990s) so that I could learn more about RNAV procedures. The new version has a section on IFR differences in the US, and includes this passage:
Is the that true? If so, then I've been breaking the regs in the US repeatedly for the last 14 years, with the active collaboration of tower controllers.
Foreign registered aircraft are not allowed to land and hold short in the USA.
