Inside cabin insulation

Hello,

While working on the instrument panel from behind I noticed that the top-inside insulation of my Cherokee is basically gone. I also noticed something that looks like rust but when I touched it didn't leave any residual on my finger tips. I thought to spray some CorrX but it is the top panel so I'm afraid that it will leak down on the yoke, pedals, instruments, etc.

What do you guys think? Should I just but some insulation blankets and stick in there?
