Flying IFR Approaches the old way.

So we don't have a panel mounted IFR GPS box. We are IFR Current. Seems like flying IFR approaches with only the old navcoms(ie KX 155) which do have ils/localizer indicators and vor capabilities, is becoming more restrictive. Especially if you don't have an accompanying ADF or DME. So are we all suppose to go out and spend $20,000+ for a Garmin 650? Can we use our Foreflight ipads for the DME and NDB identification down the glideslope? Certainly not legally I'm told. I'm not talking about hard IFR approaches down to 200-1/2 nor the RNAV approaches. Is the answer to only file to destinations that will be VFR at arrival?
Appreciate replys from you guys that are out there filing IFR that don't have the
certified panel mounted IFR GPS boxes.
