Electrical Problems

Having electrical problems with an Archer II, when the ALT switch is turned on, the ammeter goes all the way to max. I have a cigarette lighter USB charger and it is showing 17 Volts at the bus. Once throttle is pushed forward the over voltage protector shuts down the ALT system. I have replaced Alternator and Voltage regulator and keep having the same problem. Any thoughts? Bad wires?
