Decoding Piper Serial Numbers

Anyone know how to decode Piper aircraft serial numbers? Example; for a 1978 Archer II S/N: 28-7890137. I'm guessing its 28 for PA28, 78 for 1978 and maybe the 137th made that year? Thats all I got. :confused:
