Aztec - prop speed oddities (governor?)

Flew today (Temp = 0F) and I had some issues on my left engine's prop speed after about 15 minutes. The run-up prop test was fine (2000 rpm and pull back prop lever). However, when I would pull back the prop speed or move the throttle the prop speed would go to near redline.... and there wouldn't be any control.... eventually it would come back. In playing with it I noticed that while I did have control... when I pulled the prop back the speed would slowly come down. It didn't seem to do it randomly... just when I changed settings... a high surge and then came back to what it was supposed to be.

After landing I only could get up to 2000 rpm (fine pitch) before I started rolling (snow on taxi-way) so I really couldn't test it on the ground.

Any thoughts? If a governor issue what's the part number and any alternatives? I understand the aztec does things a little different then most.
