Aztec fuel...what am I missing?

Had John at Diamond Aire rework my selector valves to hopefully solve an issue with the outboard tanks moving fuel to the inboards and overflowing while in the hangar. Fuel selectors are "off". This is still happening on both sides in the hangar. I purposedly filled the inboards with a couple inches down from the neck and the outboards the same. Is there any other way the fuel from the outboards can move to the inboards other than through the selectors? Vent line? Crossfeed?

Oh and we are replacing the RE prop cable now. Works great unless you are below 10 degrees OAT, must have moisture somewhere, never happens in the summer.

McFarlane does not sell much for the Pa23. Anybody know why? Had to go to Airparts West for a new cable. 400 bucks and change.
