What does "top off both tanks" mean?

I have a 79 Archer. I was in Henderson, NV recently and I asked them to top both tanks. They literally filled both to the top and as the daytime temperature rose the fuel expanded and probably dumped a couple gallons out the vent lines onto the wheel pants and the tarmac.

There is a cuff in each tank that extends about 3/4" to 1" below the top of the tank at the wing level. Is that the tank full mark and does that give me a total of 25 gallons on each tank? Where is the real tank full mark?
