Used avionics?

Okay, so what is the deal with used avionics? I see stuff for sale all the time on eBay or on Barnstormers that is used. Some of it is in better condition than others and of course buyer beware on all purchases, but what's the technical detail for us in the States? Do things need to be inspected prior to installation? Any paperwork required? I've had my eye on a KCS-55A system that I'd like to have, but never have pulled the trigger.
