Stiff Rudder

I am flying a 1963 Cherokee 160B and I expect the rudder to be stiff on the ground since you are steering the nose wheel as well, but in the air its just a stiff.

For alittle more info this model does not have the toe brakes, but the hand brake. This also has been consistant since we bought the plane 2 months ago and is not something new.

Is this unusual and I need to get my A&P to take a peek?
Or is this normal for the older Cherokee's?
