Starter Relay

Can someone help me understand how this starter relay works? It’s from a1977 Piper Lance. I think it’s original equipment, there is one lead that comes from the aircraft ignition switch to the small terminal, that Small Terminal also has a short wire that goes straight to ground. How does this work with only one small Terminal, which is constantly grounded?
