Panel Update with no VOR/ILS

A friend of a friend is updating their non-IFR panel to IFR standards, but not installing a VOR/ILS. I’m a CFI, but not current. I know you must demonstrate a Precision and non-Precision approaches for an Instrument rating but can you do that with GPS only? I thought an ILS would be required but not sure. I’d probably recommend spending a few more AMU’s to get the VOR/ILS but that’s just me. Can someone verify if an ILS is required to obtain an Instrument rating? Thanks!
