PA28-235 difficult cranking

I purchased a '74 -235 2 years ago and it has always had a hard time cranking. When starting, it gets to the top of the compression but sometimes can't get past. It has a new battery, starter and cables (all installed before I purchased). When the engine is hot, it is especially difficult. If it will turn over, it usually starts right away. Any thoughts?
