PA28-180 Nav light switch failing Question

Since I have owned this plane (1975 Archer 180) the nav lights have been intermittent. I believe the cause is the switch itself since I can rock the switch back and forth to get the lights on but if I roll it until it just begins to activate the switch the lights go out. At this point I have to roll the knob back and forth very gently until they come on. I am hoping to access it and spray some contact cleaner in it to clean it up. That is if it is not broken. It still has the positive dedent feel.

My question is, how in the world do I get to this switch. It looks impossible to access it from under the dash. Can it be accessed by taking the radio trays out and going at it from the outside of the dash?
