Owner Maintenance of Piper Cherokee 140

I am a Cherokee owner and currently perform as much preventative maintenance on my plane as I can. I service the wheel bearings and want to know if changing brake linings is considered preventative? An A&P told me it was but I want to see if others perform this task. It's a simple 10 minute job when the wheels are off when servicing the landing gear.
