1977 Archer II, no yaw dampener and zero left rudder trim.

For two years since I’ve been flying this plane it has had no left rudder trim. The actuator is turned all the way out/ccw/to the stop and the owner says it’s been that way since he’s had it for the last few years. I have been flying and maintaining the plane and I have had the local A&Ps look at it, 2 IAs but to no avail.

We rerigged the rudder yesterday in hopes of fixing some shimmy and a small hope that it would fix the trim issue. The cables were loose but exacerbated the present trim issue once tightened.

The MM says to clamp the pedals and check the nose gear is straight and to turn the turn buckles until the rudder is center of the stabilator trim barrel. Check and check and adjusted and double checked again, then verified cable tension several times. All is good but still no left rudder trim. l inspected the trim actuator and pedal assembly and all is good and nothing appears to have been replaced since new and no obvious issues. The trim actuator does not have a part number on it, but a little research shows it’s probably the right one.

The only thing I can see that would fix the issue is if the trim actuator was shorter.

I’m befuddled to say the least. Please for the love of all thing aviation, don’t tell me this is normal for the archer series!!!
