Milky Spots on Paint

I have a 76 Arrow with 30 year old paint. Most of the paint is in excellent condition but some milky spots have appeared on the darker color on the wings only. I have tried everything i know to remove them including clay bar, wax and some light rubbing compound. The surface feels very clean and smooth. Has anyone seen this before?
