Major Alteration or Not?

A Repair Station altered the seat frames on my PA28. They did not follow the instructions from the PMA (Airtex) on how to install a fabric seat “sling” as part of an upholstery kit; they crafted a metal pan and attached it by drilling 20 holes in the seat frame and cherry riveting the pieces together. First question: does this constitute a major alteration to a component, which would require a 337, approvals, etc? My regular A&P AI would not sign off on the annual with these seats in the plane, and said that an A&P AI who does interior work would Red Tag the seats as they are now. Second question, how do I get a second opinion? I disassembled one of the seats and videoed the steps. I think they are too big to upload, though.
