Bidan wants Israel to kill fewer civilians when they attack Hamas. Of course there is real doubt about whether Palestinians who support Hamas can be called "civilians".
That aside, one weapon that Biden withholds is JDAMS. This is a small high tech device that can be mounted on the nose of a "dumb" bomb (of which we have many) that converts the bomb into a precision-guided weapon. https://en.wikipedia.org/wiki/Joint_Direct_Attack_Munition
To knock out a Hamas tunnel you can use a 500 pound JDAM that hits the tunnel entrance, or a 2000 pound dumb bomb that lands nearby and takes out the tunnel (hopefully) along with several nearby buildings. Israel will get it done one way or the other.

Boeing makes these things. When I worked on Trident missile guidance system design and testing, for General Dynamics some guys in the same office were working on JDAMS. Almost everyone who worked on the Trident guidance program had SECRET clearances, but the JDAMS program required TOP SECRET clearance. We "outsiders" gleaned a bit of knowledge about JDAMS, but nothing about the design or technology.
