I'm currently doing my IFR training and using a very basic panel. I have one nav/com, a localizer, glideslope, and ADF. It all works great but I know if I really want to have the capabilities of a good IFR pilot I'm going to need GPS. I also know the mandate that goes into play for ADS-B Out. I've gotten a quote on the following:

Garmin GTN 650 Touchscreen Navigator Installed Price: $13,947.00
Garmin GI 106B Nav Indicator
Installed Price: $2,325.00
Garmin GTX 345 Transponder w/ADS-B "Out & In" Total Installed Price: $5,827.00
New Metal Instrument Panels and instrument realignment:
Price: $4,500.00
Package price/labor allowance
Installed Price: ($700.00)
Nu-Lite Wedge lights for instruments needing back lighting $90 each.
Garmin Factory Rebate directly to customer $1,000.00
FAA Rebate directly to customer $500.00
I know this may not be necessary for a casual pilot and 25-26K is a lot of money to install and likely not see much of a ROI if the plane is sold. However, when looking at things like a used Garmin 430 and other used equipment there doesn't seem to be much of a price break if the equipment is in legitimate working condition. The plane is a 1965 Cherokee 180 with a low time engine (40 hours) and airframe (1400 hours) so it SHOULD have a LOT of life left. And I don't necessarily see myself upgrading for a very long time. I am absolutely sure that realistically I won't be in IMC anywhere near majority of the time but on the other hand would I be more comfortable spending more time in those conditions if I had more updated and reliable equipment? I've seen different opinions on whether or not to wait due to potential incentives the FAA and equipment makers might offer closer to 2019 but will they really be that much different? What's to say the equipment and installation don't become more expensive as the mandate gets closer?
I know this topic is like kicking a dead horse but I'd love to hear the opinions of those who have bit the bullet and those who haven't, what other options there might be (keep in mind I would want the equipment to be IFR certifiable), and also the opinions of those who know they won't upgrade ever and their reasonings. Basically, everyone! LOL.
