Here's the scenario: Approaching an uncontrolled airport, on the downwind leg, after calling in the usual call you observe someone taxiing out to the runway you will be landing on. They do not make any radio calls, or if they did you missed them, but they appear to be radio-equipped. While you are turning base, they appear to do their run-up, preparing for an immediate departure. You call base...no response.

Have they seen you? Do you ask if they are holding-short for traffic?

Sure, we aren't required to use our radios, but at what point is it safer? If you were the one on the ground, would you be offended by the request?
