Re 1966 piper Cherokee 6 PA-32-300 w/ manual flaps.

Last night after landing, I returned the flap bar back down to the no flaps position however the flaps did not return, the flaps stayed in the down / full flaps position. After hitting a few bumps on taxi way, they popped back up. After shut down, I cycled the flaps & they continue to stick in the down position. If I bumped the flaps they would pop back to zero flap position. Ideas? Placers to start looking for the problem?
