This is actually pretty serious and reflects on both the supplier who furnished the Certificate of Conformance (COC) for the material and the folks at Spirit who accepted it.

Foa a short time I was responsible for incoming quality assurance in a business that had safety-related components. Because some of the testing was destructive, and there was no way to test all the material, we were dependent on the COC, but we also audited the suppliers to ensure their production methods and quality systems met our requirements. It sounds like something in the titanium production process caused the material to have contaminates beyond an allowable specification. I could tell some horror stories, but that would involve corporate secrets.
