Cherokee 6 overhead vents - how to control/close?

Looking into my overhead vents on the Six. They are the round style and it seems like if you twist them they sort of iris down on the inside and click into a detent. But when they click in to the detent it doesn't look like they are fully closed. I haven't had a chance to put someone back there and test it...but are they supposed to fully close when you twist them? Just looking to the future for winter flying and wanting to keep the air from coming through the overhead vents. Any info would help!
