Cherokee 140 Maintenance Help!

Hello All,

I have a piper cherokee 140 cruiser that does not fly straight and level. The airplane has a significant roll to the right. it has just come out of annual and the issue persists just as strongly as it did before. Visually I can see that the ailerons are not even, and the left side sags a bit compared to the right side. According to my A&P he has adjusted the ailerons as much as he can and cannot do much else to it. He says he is at his wits end trying to trouble shoot the issue as well. Ive called around to other places for second opinions but I either never receive a call back or I get politely told it isn't worth their time, or that the shop doesn't want to get involved. To my knowledge the plane has never been in an accident. Does anyone have any suggestions or recommendations to trouble shoot the issue or an A&P that would be willing to give the plane a look over? Im in the Los Angeles area.
