Does anybody know what part this component with the heatsink is under the curved blue plastic guard? I have been scrolling through the Piper parts manual and I'm confused - I am sure I would find it eventually but can anybody help ?

It is on a Piper PA28-181 - Also I found that the thin white wire (at the bottom of the photo) lying to the left of the battery box disconnected with a bare end next to the aluminium - luckily it did not short to ground. After some more investigation I found that it had broken away from an in-line fuse. The obvious thing is to re-solder it to the fuse.

However before I do this I haven't noticed any strange electrical problems - I need to understand what is going on. Does anybody know what the inline fuse from this wire feeds?
