What’s Wrong with my Prop Governor?

Whenever I set full throttle on my Dakota during a static takeoff I notice that my RPM hits redline, then the governor kicks in and promptly brings the RPMs down to well within a comfortable margin from redline. Could this be a sign of prop governor wear or is this normal? Oil pressure and temp are well within the green prior to applying takeoff power. I am new to the Piper crowd, in my past all my piston experience is in Bonanzas and Barons and I don’t recollect them doing this on static takeoffs.
