Ways to fix a extremely forward CG

So I have recently come into possession of a 1969 Cherokee 140. Only problem, the empty CG is at 83.00 inches. Meaning without a 50lb bag of cement in the back seat I can't even use all the gas not to mention it makes grass landings very scary. So I send this question to the piper experts. What can be done (besides dropping 30k on a vacuum system removal and electronic instruments) to move that CG back maybe a inch or so. Note my plane apparently came without the "hat rack" option so its just a vinyl sheet 2 inches from the back of the back seats. My go to thought was ballast weight but after alot of reading I don't think there is any legal way besides adding a auto pilot with heavy servos that I can add weights to the tail. Thank you all for any help.
