The above discussion demonstrates that compared to radar, ground-based facilities required to track the position and movements of aircraft using ABS-B are trivial.  Of course, the ground station provision of TIS-B and FIS-B data is a much larger task, but one that is not required for ATC or SAR purposes.  So while the use of satellites for receiving and relaying ABS-B Out transmissions makes sense in oceanic and truly uninhabited areas, it would seem that ground stations are a much more practical solution to extend, and ultimately replace, radar coverage over populated areas.
