So if I change the pitch on my fixed pitch prop, put a cruise prop vs a climb prop, etc ... this has no impact on the static RPM?


That seems odd.


The TCDS lists those values for a specific engine/prop combination.  In fact on the TCDS for some aircraft, the static numbers are different based on the prop you have.  For my Warrior, the Sensenich configuration and the McCauley configuration have different static RPM ranges, with the same engine.
