safety wire?

I am just curious. Why are some things safety wired or lock-nutted, but other things are not?

For example, the oil screen plug and the oil filter are safety wired, but the magnetos are not. If a magneto comes loose, you will spray oil out of the magneto hole. So why are mags not safety wired?

Also, the carb-heat air box is safety wired, but the nuts that attach the carb to the engine are not.

It seems that all items that are not safety wired or lock-nutted have lock washers ... but why not safety wired?
