Rubber seal on closeout panel?

1966 PA28-140..... Closeout panel strip on bottom side between wing and fuselage, P/N 67723-00 and -01. While we were cleaning the belly the other day, my buddy said it looked like there was a seal or something on it at one time. The IPC only shows the panel, no seal at that spot. However, a quick internet search found the part on ebay, with what appears to be a rubber seal along the side that abuts the fuselage. So, the question is, should there be a seal there, if so, anyone have a P/N? Thanks in advance!
