RPM Fluctuation..

Having recent RPM fluctuation.. prop governor issue?

We have an EI digital tach, and it is recently fluctuating up and down ~40RPM when idling and flying. This is a slower fluctuation, not a fast bounce/rise & fall.

Example: set idle to 1,000. It would slowly climb to 1,040 and come back down, or stay there in different cases.

Any ideas? I’ve read it may be P Leads and not the governor, but figured I’d ask here as I’m not an expert.
