It doesn't really matter. What matters is distance, track, forward speed, and vertical speed. If you and another plane are likely going to be in the same spot at the same time, then one of you has to yield, and the right-of-way rules say which one. An Aeronca Champ on 4 mile final isn't a conflict if you're already turning base in a Cherokee; a bizjet very likely could be.


That's why it would be absurd for the FAA or TCCA to define a "maximum distance" for what counts as final, because it's there's no conflict, it's irrelevant. But do keep in mind that the segment from the FAF to the runway threshold (typically 4-5 nm) is the final approach segment of an IAP, for whatever difference that makes.
