My ‘65 Cherokee 140 has started bumping along on pavement when I taxi as if the axles were bolted directly on the frame. Another pilot rode with me recently and asked, “Why is this plane riding so rough?” On the runway, in the air, and on landing it feels smooth, but as soon as I start a slow taxi it feels like I’m rolling across the furrows of a field.

Is this a strut problem? The struts look fine as far as height and they behave properly on landing.
