Available with the Plus plans from FF, and as a pay option from FltPlan. PDCs are available at some 40 airports in the US, but many of these you may well fly through.

Used this facility at KBUF today, on the way to the 3rd annual NE Piper fly in. You can receive them as text, email, or both. All you do is file, and it appears 20 to 30 min prior to your ETD. It is your official clearance, you do not need to call clearance. Then you just call metering/ground, optionally confirm your squawk, and ask for taxi.
