Piper door latch

1969 piper arrow II door latch we where not happy with door closing properly...The top latch seems to hold fine but the bottom door latch doesn't seem to latch correctly.
I took a picture and to me the the latch looks like it is installed incorrectly...I would think the round part would be facing in towards the cabin not out as it appears.
Could some take a look and let me know
